The Tasks of the Cabinet
The Cabinet of the Governor is occupied, by virtue of its mission, with a variety of tasks that can be subdivided into advice to the Governor and tasks of implementation and control by the Governor as Kingdom organ. Finally, the Cabinet conducts the management of its own internal organization. These tasks have been derived from the royal decree of September 11th, 2006 (Stb. 440) by which the Cabinet was established and which entried into force with retroactive effect to the 1st of July 1998. More in detail, the activities of the Cabinet boil down to:
Advisory task
- the Cabinet makes inquiry for the Governor into social and political developments in the Kingdom, analyzes them and prepares recommendations to the Governor for the Kingdom and Central Government affairs in question, whether solicited or not.
- To this end, the Cabinet maintains relations with an extensive network of Antillean Central Government and Insular authorities, advisory organs, social organizations, institutions and companies, and also Dutch ministries, institutions and companies. the Cabinet also maintains contact with the consular representatives in the Netherlands Antilles and with the Kingdom ambassadors in the region;
- the Cabinet promotes communication between parties involved in Kingdom and Central Government affairs.
Implementation and control
- the Cabinet is in charge of the implementation of a number of legally prescribed tasks and instructions. Among other things, the Cabinet issues passports and visas (Consular Department) and takes care of the publication of Kingdom legislation and treaties;
- the Cabinet tests legislation, policy developments and in certain cases also the implementation at the Central Government level to the higher executives (legitimacy and expediency, sound administration, interests of the Kingdom).
Internal organization
- In principle, the Cabinet conducts the internal management (finance, personnel and organization) independently;
- the Cabinet prepares visits and receptions of the Governor and, if necessary, takes care of the follow-up;
- the Cabinet performs secretarial and administrative tasks.
